Mr. Noe has more than 20 years of experience in the successful construction of water and wastewater projects across the country. He will continue to lead water and wastewater infrastructure projects in the Central Texas region in this new role.

Since joining Pape-Dawson in 2015, Mr. Noe has demonstrated leadership among his peers and colleagues. He draws on his wealth of experience gained as a contractor and US Air Force officer to provide innovative solutions for large-scale water and wastewater infrastructure projects. His efforts have a direct impact on millions of people by providing clean, sustainable water in the South-Central Texas region. Mr. Noe is currently leading construction management efforts on the 85-mile Alliance Regional Water Authority Phase 1B Project, which will similarly provide water to serve the growing IH 35 corridor between Austin and San Antonio.

“Chris has contributed greatly to our firm,” said Pape-Dawson Senior Vice President Cara Tackett, P.E., LEED AP. “His leadership and expertise in the Water Resources department at Pape-Dawson are invaluable.”

As a testament to his technical expertise within the industry, his paper on land acquisition and schedule compression was published at the 2020 American Society of Civil Engineers (ASCE) Utility Engineering & Surveying Institute Pipelines Conference. Mr. Noe has also presented at numerous professional conferences on similar topics.

In addition to his professional contributions, Mr. Noe is a leader in the community. He is currently a member of Leadership San Antonio Class 46, where he is working to bring awareness to health and wellness disparities in the city. He is also a member of ASCE, the American Council of Engineering Companies, the Water Environment Association of Texas, and the American Water Works Association.

Mr. Noe holds a Bachelor of Science in Aeronautical Engineering from Purdue University and a Master of Science in Industrial and Systems Engineering from Northern Illinois University. He is a registered Professional Engineer in the state of Texas and a certified Project Management Professional.
