Dustin McKinney Promoted to Managing Vice President, Transportation
FORT WORTH, TX (December 1, 2025) – Pape-Dawson is pleased to announce the promotion of Dustin McKinney, PMP, to Managing Vice President, Transportation.
Dustin joined Pape-Dawson in 2019, bringing more than 25 years of program and project management experience overseeing major infrastructure initiatives across Texas and the Southeast. A certified Project Management Professional, he has led large-scale transportation programs valued in billions, bringing expertise in PS&E development, schematic design, program delivery, alternative delivery procurement, cost and risk management, and financial planning.
Throughout his career, Dustin has contributed to transformative infrastructure projects, including the DFW Connector, North Tarrant Express (NTE), Chisholm Trail Parkway, IH 35 Mobility 35 Program, and GDOT IH 285 Top End Express Lanes. His work supported INFRA grant proposals, FHWA reviews, and public-private partnerships that have advanced mobility and regional connectivity.
Since joining Pape-Dawson, Dustin has strengthened the firm’s General Engineering Consultant (GEC) and program management services by establishing consistent standards for quality, document control, and financial accountability across multiple TxDOT districts. He is also recognized for his commitment to mentorship and team development, cultivating collaborative, high-performing groups of engineers, planners, and client partners.

In his new role, Dustin will lead Pape-Dawson’s Dallas-Fort Worth Transportation teams, focusing on expanding client relationships, guiding multidisciplinary staff, and supporting the firm’s long-term vision for innovation and quality across the region.
