Wastewater Study

To support equitable infrastructure planning and delivery, Harris County initiated a multi-phase water and wastewater study focused on 65 Target Areas identified as having potential service needs. Funded through the Community Development Block Grant–Disaster Recovery (CDBG-DR) program, the study aimed to identify communities where the provision of water and/or wastewater services would offer significant public benefit.
Pape-Dawson served as the lead GIS consultant, establishing project-wide geospatial standards, managing the central GIS database, and facilitating data delivery throughout the project’s lifecycle. We worked collaboratively within a multi-disciplinary consultant team to provide GIS expertise to both the project staff and Harris County. Using Esri tools on an ArcGIS Enterprise platform, we supported spatial analysis, map production, and the dissemination of critical datasets.
Additionally, we helped develop a secure, private GIS website to enable Harris County staff to monitor progress, interact with study data, and support decision-making.
The GIS framework developed during Phase 1 served as a foundation for identifying high-need areas and prioritizing infrastructure improvements. This system played a central role in guiding recommendations for capital improvements, cost estimation, and potential funding strategies in Phase 2.
