GIS As-Built Database

Mount Houston Road Municipal Utility District (MUD) partnered with Pape-Dawson as part of a broader operational modernization initiative to develop a comprehensive GIS-based as-built utility database. The Pape-Dawson GIS team converted the district’s legacy water, wastewater, and storm drainage as-built records into a centralized geodatabase, standardizing the data schema across all utility types. Dozens of PDF and CAD as-built plans were digitized, with each water main, sanitary sewer line, manhole, valve, hydrant, lift station, and storm sewer meticulously mapped and attributed (e.g., material, size, installation date). Each dataset underwent thorough QA/QC and metadata documentation to ensure accuracy and usability for the district’s needs.

As a capstone to the project, Pape-Dawson created an interactive GIS web application on its secure ArcGIS Enterprise platform, providing Mount Houston Road MUD staff and consultants with user-friendly access to the utility data. This GIS as-built database and web portal now serve as a long-term asset for the district—streamlining operations, improving data accessibility, and supporting informed decision-making as the MUD continues to modernize its infrastructure management.
