Pape-Dawson provided preliminary engineering to upgrade approximately 1.5 miles of SH 16 to a Superstreet configuration, including studies in support of the schematic work, public involvement, permit procurement, data collection analysis, drainage, conceptual traffic control, traffic engineering and operations, surveying and mapping, and subsurface utility engineering (SUE).

This project modified intersections to redirect through traffic and left turns from cross streets, eliminating two to four signal phases per intersection. Pape-Dawson developed and analyzed schematic alternatives to minimize construction traffic costs, ROW/Environmental/drainage/utility impacts, and improve mobility and safety. Pape-Dawson also supported the TxDOT in-house PS&E team in analyzing utility conflicts, developing a utility conflict matrix, providing drainage design, signal design and signing and pavement marking plans.

The central portion of the project limits is over the Edwards Aquifer Recharge Zone, while the remainder is over the Transition Zone. The northern portion of the project limits is located within Karst Zone 3 and the remainder is within Karst Zone 5. Our environmental team managed and performed QA/QC on D-list CE documentation, including the noise analysis, Section 4(f) assessment for acquisition of ROW from a school recreation area, and Community Impacts Assessment. We also performed the geologic assessment, karst terrain features survey report, species analysis spreadsheet, Waters of the U.S. (WOTUS) delineation report, and WOTUS impacts assessment. The TxDOT District conducted Section 7 consultation based on geology and karst zones within the project area. We worked directly with the geotechnical engineer to receive detailed geologic information in Zone 3, where a storm sewer was proposed for construction to inform the Biological Assessment and receive the biological opinion from the U.S. Fish and Wildlife Service (USFWS).
