Pape-Dawson was contracted by TxDOT’s Public Transportation Division (PTN) to support its statewide transportation alternatives (TA) program: a dedicated funding source to improving non-vehicular (active) transportation through local government-sponsored projects. We are serving as staff augmentation for PTN to guide all off-system prospective TA program applicants through the application process in a critical timeframe for the call for projects.

In the span of 21 days, Pape-Dawson’s team met with 80 local government entities (municipalities, school districts, and management districts) interested in leveraging available program funds for bicycle and pedestrian improvements. We conducted 114 project advisory meetings to assist these local entities in preparing competitive project proposals for the two-stage application process.

PTN is currently administering the program’s record $345M funding allocation and, under separate work authorizations in this contract, selected Pape-Dawson to prepare PS&E for several of the awarded projects.
