Pape-Dawson (as KSA) provided comprehensive engineering and environmental services for the City of Rockdale’s Water Distribution System Improvements project, funded through the Texas Water Development Board’s (TWDB) Drinking Water State Revolving Fund (DWSRF). This funding source requires strict compliance with federal and state environmental regulations, and our role was crucial in ensuring that all necessary documentation and permitting processes aligned with TWDB’s requirements.
As part of this effort, our team was responsible for overseeing the preparation of the Environmental Information Document (EID) or Categorical Exclusion (CE), which will determine the project’s potential environmental impacts and ensure regulatory compliance. This includes coordination with TWDB, conducting environmental assessments, and guiding the project through required public involvement processes, such as hearings and stakeholder engagement.
We facilitated coordination between the City of Rockdale, TWDB, and various regulatory agencies, including the U.S. Army Corps of Engineers (USACE) and the Texas Historical Commission (THC). The firm managed permitting requirements under the Clean Water Act, including Section 404 compliance for potential impacts to waters of the U.S., as well as assessments for threatened and endangered species habitats. We also supported TWDB funding administration by ensuring timely preparation of all necessary documentation, responded to agency comments, and maintained compliance with state and federal guidelines.
