ORLANDO, Florida (May 26, 2026) – Pape-Dawson is pleased to announce the promotion of Christy Baxter, P.E., to Senior Vice President.

Christy’s 23-year career in civil engineering is underscored by designing and managing projects across a wide range of disciplines, including utility master planning, transmission design, stormwater management, roadway design, and land development for both municipal and private clients.

Christy joined Pape-Dawson’s Florida team in 2011 and has been instrumental in delivering complex infrastructure and large-scale master development projects throughout the state. Her leadership has contributed to the success of the Storey Park development in Orlando, the Sunbridge development in Osceola County, and a range of roadway, stormwater, and utility infrastructure projects across Orange and Osceola counties.

Christy is widely recognized for her deep technical expertise in utility systems and master infrastructure planning, as well as her ability to navigate complex regulatory requirements and coordinate among diverse stakeholders. She is known for balancing detailed technical execution with a strategic, big-picture approach, consistently delivering high-quality outcomes for clients.
