Pape-Dawson provided design, permitting, ROW acquisition, easement identification, surveying, environmental assessment, and public engagement services for this 7.6-mile critical connector. Challenges included a recession, listing of and creation of critical habitat units (CHU) for endangered species within the corridor, and price escalations that could only be resolved through additional funding mechanisms.

This project was a public-private partnership developed to address repeated funding shortfalls and required communication and coordination between a public improvement district (PID), Bexar County, and TxDOT.

State Highway 211 required extensive environmental coordination. Services included examining potential environmental impacts on the human and natural environment that may result from the construction, operation, and maintenance of the new roadway. The environmental permitting and design process included an alternatives analysis for potential alignment options with multiple phases of stakeholder participation throughout the project development process, including hosting a project website, meeting with adjacent property owners, and conducting public town hall meetings.

The Pape-Dawson environmental team conducted studies to find the least environmentally impactful route for the roadway, adjusting the alignment to weave around critical habitat. The roadway was ultimately constructed on earth fill to avoid cutting into karst formations. The team also worked with landowners to establish a 40-acre preserve to offset the project’s impact to critical habitat.
