Pape-Dawson is serving as the program manager for Riverbend Water Resources District, overseeing development of its new regional water system, including treatment facilities, intake, and transmission lines from Wright Patman Lake to its 13 member entities to supply approximately 115 MGD of water to the greater Texarkana region. The program value is estimated at $380M with a delivery in 2026.

- Staff augmentation
- Program controls

- Funding management (TWDB coordination)
- Procurement and contract support for contracting design consultants and contractors
- Design reviews and management
- Construction management and inspection
- Program Management Information System (PMIS) – scheduling, GIS, dashboard, document management
- Permitting (USACE 404 and outgrant)
- Full land acquisition services for water pipeline and facility infrastructure
