Santa Rosa Complete Street

Pape-Dawson designed this Complete Street with on-street parking and buffered bicycle and pedestrian facilities, providing a design that effectively balances vehicular and multimodal mobility. Through close coordination with stakeholders, we developed a design that promotes efficiency and safety for all users. Our team was responsible for roadway, traffic control, traffic signal, and corridor traffic management; acquisition services; and interproject coordination with adjacent Commerce Street and San Saba projects which Pape-Dawson also contributed to.
The final product included continuously reinforced concrete pavement; modifications to the existing storm drain system; SWPPP; traffic signals, including northbound and southbound two-phase bicycle signals; signing and striping; downtown utility coordination; and joint-bid SAWS water and sewer and CPS Energy gas/illumination. We coordinated the design with the City’s streetscape standards, including pedestrian lighting, raised intersections, special-color traffic signal poles, benches, signage, public art, and landscaping. The design accommodated drainage infrastructure within 110’ ROW alongside new sidewalks, on-street parking, and separated bicycle facilities. Landscape improvements included large shade trees along the corridor to reduce the urban heat island effect as well as landscaping strips that create a protective buffer between vehicular and pedestrian/bicycle traffic while also filtering runoff water.
Because the project incorporated Zona Cultural standards and included improvements immediately adjacent to the historic Milam Park, we coordinated roadway and signal improvements to avoid impacts to the park. The team supported archaeological investigations and coordination with the City’s Historic Preservation staff and descendant communities where cultural resources were identified.
