Floyd Curl Green Street

The Floyd Curl Green Street project involved the addition of bicycle paths, pedestrian facilities linked to off-site trails, and landscaping, from Louis Pasteur Drive to Huebner Road.

Pape-Dawson provided design, survey, environmental permitting, and construction administration services for the project funded through the Alamo Area Metropolitan Planning Organization with an advance funding agreement. We also performed TxDOT local government project procedures for design and construction.

The finished project was named Transportation Project of the Year by the Women’s Transportation Seminar (WTS) San Antonio Chapter.

Aside from an innovative design approach that links users to multiple modes of transportation, the design provided cost savings by avoiding tree removal as much as possible, reusing existing sidewalks when applicable, aligning sidewalks with existing ground so as not to add drainage structures to the project, and using existing pedestrian ramps at intersection crossings.

Floyd Curl Green Street was designed to enable safe access for all users including pedestrians, bicyclists, and motorists. The design included the addition of a 2.3-mile, off-street, two-way cycle track; sidewalks on both sides meeting American Association of State Highway and Transportation Officials (AASHTO) and Public Right-of-Way Accessibility Guidelines (PROWAG) ADA requirements; and landscaping.

NEPA & Environmental Documentation

Pape-Dawson’s environmental team conducted environmental studies and prepared the Categorical Exclusion NEPA documentation for TxDOT San Antonio District environmental approval. Of the four culverts requiring extension to accommodate the improvements, two were located within jurisdictional waters, resulting in a Nationwide Permit for Linear Projects (NWP 14) requirement. Cultural resources investigations were performed, as well as karst terrain feature surveys over Karst Zone 3. Pape-Dawson coordinated and worked with the City of San Antonio, TxDOT, and the Medical Center Board to ensure that property adjacent to the existing ROW was acquired through permanent easements and compliance with federal grant requirements.
