As segment manager, Pape-Dawson was responsible for the delivery of design packages to TxDOT for this six-segment project. Pape-Dawson provided roadway design, traffic control, traffic signal design, drainage design, and utility coordination services across multiple segments of the LP 1604 Expansion Project as part of a series of federally funded roadway improvement efforts. Each segment involved unique challenges, requiring extensive coordination with TxDOT and municipal agencies to enhance traffic operations, pedestrian accessibility, and utility infrastructure while ensuring compliance with the latest design standards.

Pape-Dawson provided utility coordination and utility engineering along the congested corridor with 13 utility companies including water, wastewater, telecom, and gas. Pape-Dawson’s utility team identified 150 conflicts and held 70 conflict meetings with utility companies individually to resolve conflicts. The project included the widening and reconfiguration of the Blanco Road overpass to a diverging diamond intersection (DDI), which impacted all overhead utilities requiring relocation to the new ROW. Widening also resulted in the relocation of 12”, 16”, and 24” water lines with protection measures for existing telecom and sanitary sewer lines along Blanco Road. Pape-Dawson was also responsible for reviewing joint and non-joint bid utility relocations plans and developing a work plan for utilities to relocate facilities during roadway construction. Construction costs for Segment 3 (6 miles) were $250M with Segment 4 (3 miles) totaling $150M.
