San Antonio, Texas (May 6, 2025) – Pape-Dawson is proud to announce the promotion of Jim Welch, P.E., to Senior Vice President. Jim has been an integral part of the Pape-Dawson team since 2003, contributing more than 21 years of professional experience in planning, design, permitting, and construction for a diverse portfolio of land development, infrastructure, and transportation projects.
His leadership has been central to the success of numerous high-profile projects, including government office campuses, state medical facilities, residential subdivisions, commercial retail centers, industrial warehouses, public roadway systems, and complex utility and drainage infrastructure.
In addition to his professional achievements, Jim is actively engaged in civic and industry organizations. He currently serves on the Planning and Zoning Commission for the City of Castroville, providing critical insight into the development of rapidly growing areas beyond Bexar County. He has also served in the Real Estate Council of San Antonio (RECSA), where he has chaired key committees and supported agency coordination through the Development Process Task Force.
