Justin Clark Promoted to Managing Vice President, Transportation

SAN ANTONIO, Texas (December 8, 2025) – Pape-Dawson is pleased to announce the promotion of Justin Clark, P.E., PTOE, to Managing Vice President, Transportation.

Since joining Pape-Dawson in 2011, Justin has helped build one of the firm’s most respected traffic and transportation engineering teams. With more than 15 years of experience, he has led design and operational analyses for over 1,200 projects across Texas, supporting communities through safer, more efficient mobility solutions.

Justin has played a key role in major initiatives and projects, including Project Marvel, TxDOT’s Loop 1604 expansion, SH 16 (Bandera Road) Corridor Study, CMAQ Signal Optimization for the City of San Antonio, and Citywide Intersection Improvements for the City of New Braunfels. His expertise spans traffic signals, safety studies, multimodal corridors, illumination, ITS, and large-scale development projects.

As a traffic practice lead, Justin has successfully grown his team to over 40 professionals and expanded the firm’s portfolio to include work for municipal, county, and TxDOT districts statewide. He has also managed numerous on-call contracts, delivering innovative, data-driven solutions for clients across Central Texas.

In his new role, Justin will lead Pape-Dawson’s San Antonio Transportation team, focusing on mentorship, collaboration, and continued excellence in project delivery. He will help strengthen the firm’s client service and technical leadership as Pape-Dawson continues its growth across Texas and beyond.
