Pape-Dawson was responsible for developing PS&E to reconstruct and improve a 2.8-mile segment of Loop 1604 East, between Lower Seguin Road and IH 10 East, as a pass-through financing project.
Improvements expanded Loop 1604 from an existing two-lane configuration to a four-lane divided highway that relieved traffic congestion by increasing capacity. Additional services included designing and constructing two I-beam bridges over Salitrillo Creek and a tributary.
In 2016, the Texas chapter of the American Public Works Association (APWA) honored Loop 1604 East with Project of the Year.
