Valerie Collins, AICP Promoted to Vice President
San Antonio, TX – (June 30, 2023) Pape-Dawson Engineers, LLC is proud to announce the promotion of Valerie Collins, AICP to Vice President. Ms. Collins has been practicing in her profession for 26 years and has been an invaluable member of the Pape-Dawson team for 15 years. In her new role, Ms. Collins will continue to lead the implementation of full environmental compliance within the public and private sectors for Pape-Dawson projects.
Ms. Collins is an expert in environmental compliance, including NEPA, endangered species, air, noise, socioeconomic factors, cultural resources, water resources, and karst geology. With her background as an environmental and NEPA manager, as well as a wildlife biologist, Ms. Collins’ extensive knowledge and expertise in her area have been critical to the delivery of hundreds of projects.

Ms. Collins earned her Bachelor of Science and Master of Science degrees in Biology from Stephen F. Austin State University and completed post-graduate coursework in Urban Planning at the University of Texas at San Antonio. She serves as principal of several on-call environmental services contracts for TxDOT, municipalities, and utility companies across the state.
Ms. Collins has been instrumental in the success of several Pape-Dawson projects, including, but not limited to, environmental clearance for the 140-mile Vista Ridge Regional Water Supply Project, leading the Environmental Assessment and public/agency correspondence for the recently opened 7.6-mile section of State Highway 211, and principally supporting the University of Texas at San Antonio in achieving a federal grant award for a campus-wide Habitat Conservation Plan.
